Retrofit Energy and Capacity Program
Local business is the backbone of the Long Island economy.
And one of the most important factors in achieving success is
maintaining the bottom line. In a unique three-way partnership
to help our commercial customers find solutions for their energy
issues and lower their energy bills, LIPA has created a new
energy efficiency program called Retrofit Energy and Capacity
Program (RECAP). This program is designed to lower demand which
will help gain the greatest utilization of our energy resources,
especially during peak summer months when electricity
consumption is traditionally at its highest levels.

RECAP targets commercial customers, multi-family buildings
with more than four apartments, and publicly owned facilities,
and looks for retrofit or replacement opportunities that provide
money and energy savings for:
- Lighting upgrades (retrofit and new fixtures)
- Lighting controls
- Upgrading HVAC units
- Refrigeration upgrades
- Motors and VFD’s (variable frequency drives)
- Energy Management Systems
- Retro-commissioning of HVAC systems
Participation in RECAP will be facilitated by energy service
companies, called ESCOs that LIPA has competively selected.
These ESCOs may contact you by mail or telephone or, you can
choose one of the approved ESCOs listed. As with any purchasing
decision, you have a choice of several contractors. You can
speak with one or two, or all of them, until you are satisfied.
Shop around for the arrangement best for you.
How will this program work?
- The ESCO will evaluate your facility and make
recommendations for upgrades and improvements. They will
provide you with a proposal to perform the work. There are
multiple ESCOs for each market segment so it pays for you to
shop around for the best deal.
- You and the ESCO will choose the equipment most suitable
to you and your business.
- The ESCO handles LIPA approval of the project.
- LIPA approves the project and provides an incentive to
the ESCO to help offset the cost of the project
- The ESCO will install your new, energy-efficient
measures.

LIPA is well aware of the financial pressures in the business
environment. That is why this program was developed to provide
energy solutions to Long Island businesses. You and the ESCO
will agree upon a price that you will be charged for the work
being performed at your site. Since LIPA is paying the ESCO an
incentive for the energy savings actually achieved at your site
as well as other locations, the amount you actually pay will
only be a fraction of the actual cost of the job. Best of all,
the money you save from reduced energy bills is yours for the
life of the equipment.
