KeySpan Corporate Services LLC (“KeySpan”), a National Grid
Company, on behalf of KeySpan
Engineering and Survey, Incorporated (“KE&S”), is soliciting
firms for bona fide proposals,
through this Request for Proposals (“RFP”) to provide the
following services to KE&S, on behalf
of the Long Island Power Authority (the “Authority”) and its
wholly-owned subsidiary the Long
Island Lighting Company d/b/a/ LIPA (“LIPA”) (collectively
referred to as the “Authority”):
Performing a separate re-powering study for both the Northport
and the Port Jefferson power
stations (the “Services”).

Questions
Questions regarding this RFP should be emailed to Mathew
Sanderleaf at
msanderleaf@keyspanenergy.com before the deadline of
January 4, 2008. A list of all questions
received by KeySpan, and KeySpan’s answers to those questions,
will be distributed to those
Proposers who have been recorded as having received a copy of
the RFP from KeySpan.
No other contact regarding this RFP with KeySpan, KE&S, the Authority and the Authority’s Board members, staff or Proposers will be allowed during the duration of this RFP. Any contact regarding this RFP, beyond that allowed in this RFP may be grounds for disqualification from the RFP process.
Submission of Proposals
Each Proposer interested in submitting a proposal should fax
the Attachment C, Notice of Intent to
Mathew Sanderleaf, Senior Buyer, at (516) 545-4715 on or before
January 4, 2007. Submission of
a Notice of Intent to Propose is not a pre-requisite for
submitting a proposal.
Three (3) original copies of your proposal are due no later
than 5:00 pm January 10, 2008, in
a sealed package or packages. In addition, copies of the cost
and technical portions of your
proposal are to be provided on five (5) sets of CDs. Each set
will consist of a separate CD for
the technical and the cost portion of your proposal. All
materials should be delivered to:

Proposals received after this deadline will not be
considered, nor will faxed or e-mailed proposals,
whenever received. Interviews of the top-qualifying firms may be
conducted at KeySpan’s
discretion. Failure to submit a proposal on time will not be
waived by KeySpan under any
circumstances (e.g., traffic conditions, mail or courier
failure, etc.) Once submitted, proposals
will remain valid for one hundred eighty (180) calendar days.
Neither KeySpan, KE&S, nor the Authority, will reimburse
Proposers for any expenses incurred
in connection with this RFP, including the costs of preparing
the response and/or providing any
additional information and travel expenses relating to an
interview. All material that is submitted
in response to this RFP will become the sole property of KE&S
and the Authority. KE&S and the
Authority expressly reserve the right to utilize any and all
ideas submitted in the proposals
received unless covered by legal patent or proprietary rights.
Contact Information
Pursuant to State Finance Law sections 139-j and 139-k, this
RFP includes and imposes certain
restrictions on communications between KeySpan, KE&S and the
Authority and Proposers during
the procurement process. A Proposer is restricted from making
contacts (i.e., an oral, written or
electronic communications which a reasonable person would infer
as an attempt to unduly
influence the award, denial, or amendment of a contract) from
issuance of the RFP through final
award and approval of the resulting Procurement Contract by the
Authority and the Office of the
State Comptroller (“restricted period”) to any KeySpan, KE&S,
Authority staff or Trustee (or
consultants) other than as designated herein, unless it is a
contact that is included among certain
statutory exemptions as set forth in State Finance Law sections
139-j(3) (a). The Authority’s
designated staff for this RFP, as of the date hereof, is Mr.

KeySpan, KE&S and Authority staff and Trustees (and consultants)
are also required to obtain
certain information when contacted during the restricted period
and make a determination of the
responsibility of the Proposer pursuant to these two statutes.
Certain findings of non-responsibility
can result in rejection for contract award, and in the event of
two findings within a 4 year period,
the Proposer is debarred from obtaining governmental Procurement
Contracts. Further information
about these requirements can be found in the Authority’s
Guidelines Regarding Procurement Lobbying, which is provided as
an attachment to this RFP.
