1. Regarding proposers consolidated balance sheet and income statement for the past three years will the audited statements for proposer’s parent organization be sufficient or do you want the financials for the Long Island office as well?

A. The audited financial statement from the proposer’s parent organization is sufficient.

2. Will the Long Island Power Authority sign a Confidentiality Agreement for disclosure of proposer’s financial statements?

A. Proposers are directed to RFP section VI Proposal Requirements, Other, number 3, which states:

Proposers shall indicate in their proposals what information, if any, is proprietary and confidential. Proposers are hereby advised that the Authority is subject to the New York State Freedom of Information Law (“FOIL”). Material marked “Confidential and Proprietary” will be treated as such to the extent consistent with the obligations under FOIL, other applicable law, regulation or legal process, and will not be disclosed by the Authority except as necessary for the evaluation of proposals.

The Long Island Power Authority believes that the above satisfies any confidentiality concern that a proposer may have. The Authority will not enter a confidentiality agreement.

A. Under Article VI. Proposal Requirements, General Information, number 13, proposers are required to identify any potential conflict of interest that their firm might have in providing services to the Authority. Number 13 a. requests that the proposer detail the actual or potential conflict of interest and how the proposer would resolve such conflict. Number 13 b. request that the proposer’s firm represents any party that is or may be adverse to the Authority.

15. Is Keyspan/National Grid considered a subsidiary of the Long Island Power Authority?

A. No. Keyspan/National Grid provides management and other related services to the Authority pursuant to three principle agreements which can be found on the Authority’s website.

18. We understand that our response must be limited to 20 pages in 12 point font. We generally reiterate the RFP questions to aid in the proposal review, however, the questions; themselves are 3 pages in length. Would LIPA consider increasing the limit or should we just remove the questions for our content?
