Meet the UDSA Board of Trustees.

Robert O. Gurman, Acting Chairman

  • Appointed by: Governor Andrew Cuomo
  • Term Expires: December 31, 2019

Robert O. Gurman serves as Chief Financial Officer for Pocono Manor Investors, LP, an affiliate of JEMB Realty, including serving as a JEMB representative on all matters relating to Astoria Energy (phases 1 & 2), where he has been involved since the project’s development in 2003. He also serves on the Finance and Risk Management Committees for both Astoria Project Partners and Astoria Project Partners II. Concurrently, Mr. Gurman has completed over $10.0 billion of project finance transactions in the past decade.

Mr. Gurman also serves as an Expert Judge for the NY Prize, a $40 million NYSERDA-administered program that is a state-wide competition to foster community-based micro-grid innovation. Mr. Gurman is a member of the Investment Committee, and is a co-founder, of International Infrastructure Finance Company Fund LP and Mariner Breakwater LP and also serves as Financial Markets Consultant to the “Powering Tomorrow” project sponsored by the Energy Center of Wisconsin.

As a dual appointee as an Adjunct Professor at Johns Hopkins University-SAIS, Mr. Gurman served in the International Economics Department and the Energy, Resources, and Environment Program. He developed a course entitled "Principles of International Project Finance". In addition, Mr. Gurman also teaches professional-education project finance courses for Moody’s Analytics and SNL Knowledge Center.

Mr. Gurman began his finance career at Swiss Bank Corporation, NY (now UBS Group). 14 years later, he left to become president of Kamine International Power Corp., an independent international power developer. He earned his Bachelor of Arts from Union College, and his Master of Arts in International Energy Policy and Economics from Johns Hopkins University, School of Advanced International Studies.

Bruce Levy

Bruce Levy has held key executive positions in the US and International energy sectors for the past 30 years. His experience includes development, operating and finance roles in both regulated and competitive energy businesses. He has recognized expertise across the energy industry including strategy, business development, operational improvement, financial management and risk mitigation. Further, he is actively involved in development of regulatory and energy policy with local and national governments.

Mr. Levy is a principal and serves as President of BMR Energy LLC, focused on the development, investment and management of Energy Infrastructure Projects throughout the Caribbean and Central America. Initial projects include wind and solar generation in Jamaica and solar generation in Central America.

Prior to BMR Energy, Mr. Levy served as President and Chief Executive Officer of International Power’s North America region. He was responsible for all aspects of the region’s performance including plant operations, finance, energy trading and new business development. The operations covered 10 states and Canada and included over 7,000 MW of natural gas, coal, wind and solar power assets.

Prior to International Power, Mr. Levy held key positions at the US power company GPU Inc., last serving as the company’s Senior Vice President and Chief Financial Officer (CFO). Prior to becoming CFO, Mr. Levy served as President and CEO of GPU International where he led the start-up and growth of all non-regulated businesses within the company. In this role, Mr. Levy expanded GPU operations, through development, acquisition and joint venturing, into non-regulated power generation in the US and internationally, electric utility distribution in South America, Europe, Australia and Asia, retail energy services, telecom services and electrical contracting.

Mr. Levy has broad experience in financing and has structured and negotiated facilities for over US$12 billion of acquisition, project and asset backed financing.

Mr. Levy served as Chair of the Electric Power Supply Association, the national association of competitive power suppliers from 2007-2010. He is also a member of the Board of Trustees of the Liberty Science Center and chairman of its Finance Committee. He has a Mechanical Engineering degree from City College of New York, a Master of Business Administration degree in Finance from New York University and is a licensed Professional Engineer.
